According to the draft, the organizers who will not take prior permission from the police, fail to control the mob, will be negligent in compensation in the event of an incident or violate any provision of the Act, they will have to face strict legal consequences. These crimes will be non-cognizable and non-bailable. The main provisions of the bill include:
- 3 years imprisonment
- A fine ranging from Rs 50,000 to Rs 5 lakh
Accountability and compensation mandatory
The bill also mentions detailed responsibilities for the organizers of public events, especially for commercial purposes such as sports, matches or circuses. According to the bill, crimes are included-
- Deliberate
- Mismanagement
- Causing a disturbance
- Darning
- The most important thing in this bill is that in the new law it has been made mandatory that organizers will compensate the victims of incidents like stampede. If compensation is not given, the government has the right to recover the amount as land revenue dues, including the option to auction the property of the organizer.
Discount for religious ceremonies
Religious events have been exempted from the proposed law. This exemption recognizes the cultural and rituals of these events. These include traditional community functions, such as:

- Pallakki festival
- Teppada Teru
- Urus
