Aizawl: Between the objections of opposition members in the Mizoram Assembly, the bill for banning begging was passed in the state. State Social Welfare Minister Lalrinpui on Wednesday introduced the ‘Mizoram begging prohibition’ in the Bill, 2025 Sadan, saying that it is not only aimed at preventing begging but also to help and rehabilitate beggars by providing permanent livelihood options.
He expressed concern over the increasing begging in Mizoram, saying that our state is very lucky, the social structure here and the welfare schemes being implemented in the state with the participation of churches and NGOs are very low in the state.
Fear of beggars coming from other states
He said that after the introduction of Sararang-Sihmui railway station, the possibility of beggars coming from other states will increase in Mizoram. Prime Minister Narendra Modi will inaugurate this railway line on 13 September. Lalrinpui said, “The government believes that through the appropriate regulatory structure, it can keep the state free from beggars.”
‘Receiving’ center for beggars
The minister said that the government will set up a state level ‘relief board’, which will set up a ‘receiving’ center to temporarily keep the beggars. He said that beggars will be first placed in the center ‘receiving’ and will be sent to their original homes or states within 24 hours.
‘This bill is harmful to Christianity’
The minister said that according to the survey conducted by the Social Welfare Department, the state capital Aizawl has more than 30 beggars, including non-local people. Opposition members, including Mizo National Front (MNF) leader Lalchandma Ralte, said that the bill is harmful to Christianity and will tarnish the state’s reputation. The bill was passed after a long discussion by the Legislative Assembly, in which 13 members including Lalduhoma participated. (With language inputs)
