‘Explosives were bought from Amazon for Pulwama attack’, big disclosure from FATF report

New Delhi: The global terrorist financing monitoring organization FATF has claimed that the explosives used in the February 2019 Pulwama terror attack were purchased from Amazon. The FATF claimed that the terrorist who attacked the Gorakhnath temple in 2022 was from PayPal.

Condemning the terrorist attack in Pahalgam in April 2025, the FATF said that such attacks were not possible without financial assistance. The FATF had stated that it would “extensive analysis of terrorist financing” compiling its cases provided by its global network with 200 jurisdictions.

Explosives purchased from Amazon

Giving a case study for the use of e -commerce platforms for the purchase of materials for terrorist attack in India, FATF said that a major component of the instantaneous explosive equipment used in the attack – was purchased from the aluminum powder – EPOM Amazon. This material was used to increase the effect of explosion.

In February 2019, a suicide bomb was exploded by targeting a convoy of Indian security forces in Pulwama in Jammu and Kashmir, resulting in 40 soldiers killed. The plot of the terrorist attack was hatched by Jaish-e-Mohammed (JIM).

Abuse of e-commerce platform and online marketplace

The FATF report highlighted that terrorists are misusing e-commerce platforms and online marketplace and said that terrorists have used such platforms for their operational purchases (equipment, weapons, chemicals, 3D-printing materials). FATF stated that EPOM can be used for fund-moving purpose inspired by business-based money laundering schemes.

669,841 rupees sent to the terrorist from Peepal

FATF, citing a case study on the use of online payment service and VPN, was sent by Paapal to Rs 669,841 (US $ 7,685) through Papal to attack Gorakhnath Temple on April 3, 2022. Apart from this, the terrorist also received Rs 10,323.35 (US $ 188) from another foreign source. VPN services were used to obscure IP addresses.
